How old do you have to be to rent a car in Europe?

going to czech republic in august, thinking I might go to germany. I am 21, will I be able to rent a car? I know in uk you have to be 25, I read somewhere that hertz rent to 19 year old in europe, but I haven't read anything on their site, or any other.
