How to create best computer configuration?

Hi! Could anyone give me an advice on how to create best computer configuration. In other words how to combine elements of hardware and what do I have to look for (hertz etc.). Also what hard drive to use with what motherboard; what RAM memory to use with processor; what graphic card... Thank you.
