Why does Hertz not allowed their NeverLost GPS to unmount?!?

Because an intelligent person gets the insurance so no matter what happens to the car, they aren't responsible. And because the chance of a random thief breaking into the car and stealing the GPS is far lower than the random car renter taking it out and forgetting it in their hotel room or in their luggage.
